Partner fabricators across Taiwan, Japan and Southeast Asia

Tecsply builds boards through partner fabricators in Taiwan, Japan, Thailand, Vietnam and Malaysia, all located outside the four 10 U.S.C. 4873 covered nations, with ownership documented per partner. Each board is placed with the partner qualified for its stackup, and the origin, laminate and foil records follow it to the US customer.

Why the network spans Taiwan, Japan and Southeast Asia

A US program sourcing high-layer-count PCBs in 2026 faces three pressures at once, and a single-origin supply base answers none of them well.

Tariffs. As of September 2026, PCBs of Taiwan origin enter the US at a combined rate of about 10%, Japan origin at about 12.5% and Thailand origin at MFN plus 12.5%, while China-origin boards carry the 25% Section 301 duty plus a further 12.5%. Rates change frequently. Having qualified capacity in more than one origin lets a program move volume when a rate moves, instead of requalifying a new supplier under time pressure. Japan adds a further origin next to the makers of much of the high-end laminate, glass cloth and HVLP copper foil the network relies on. We quote DDP with a documented tariff-adjustment clause.

Origin compliance. From January 1, 2027, 10 U.S.C. 4873 bars the Department of Defense from acquiring covered PCBs from North Korea, China, Russia or Iran, and the July 2026 proposed framework tests where the bare board is fabricated. Every Tecsply partner is located outside those four nations; because ownership and control may also be examined, we record each partner's ownership as well, and every aerospace or defense order ships with origin records for the bare board, the laminate and the copper foil.

AI capacity crowding. AI server demand for high-layer-count boards is consuming glass cloth, copper foil and press capacity, with high-speed laminate lead times stretching from 12–18 days to 18–25 days in 2026. A second qualified source is what keeps a non-AI program, or a smaller AI program, from being pushed to the back of a single fabricator's queue.

How a board is placed with a partner

Each Tecsply board is placed with a qualified partner by matching its stackup against 5 qualification checks, and the partner's name, location and certificates are disclosed in the quote package.

  1. Layer count, board thickness and aspect ratio within the partner's demonstrated range.
  2. The named CCL family and glass type already qualified on the partner's line, including mixed-glass combinations.
  3. HDI structure and line/space within demonstrated capability.
  4. IPC-6012 class and, for defense work, fabrication-site and ownership records plus traceability to IPC-1782.
  5. Current laminate allocation and press capacity for the requested lead time.

Covered-nation sourcing commitment
